Site Development in Tampa, FL

Site Development · Tampa, FL

Every step between a raw lot and a build-ready site

Site development takes a raw lot or a teardown lot and makes it ready to build on. On a Tampa lot, that starts with clearing the ground or taking down what stands on it. Then come the digging, the cut and fill, and the drainage the plan calls for. The job ends with the pad at plan height and the whole lot at final grade. Construction Site Development runs every step with its own excavators, skid steers, wheel loader and backhoe. Our own dump trucks haul fill in and extra dirt out.

We work out of the Citrus Park area of Tampa, in northwest Hillsborough County. We cover Hillsborough, Pinellas and Pasco counties. The company comes from a family construction background, and the LLC was formed in 2018. Our site work includes lot prep in Odessa and runoff systems in South Tampa. Builders and owners get one site contractor for every step. One free estimate covers the whole job. Call (813) 453-5883 and we will set a time to see the lot.

The order of work on a site development job

Every site development job runs in a set order. First the lot gets opened up. A wooded lot needs its trees and brush cleared. A teardown lot needs the old house, slab and driveway taken out. Next comes the digging the plan calls for. Then the cut and fill starts. We cut the high ground down and use that dirt to raise the low spots. Dirt that cannot stay leaves on our own dump trucks, along with debris from the clearing or teardown. When the lot is short on material, the same trucks bring fill in. Our excavators come in several sizes, so each lot gets a machine that fits.

Drainage goes in before the final grade. We shape swales and dig retention areas where the plan shows them. Where the plan calls for underground drainage, we install french drain lines. Where it calls for a piped ditch, we pipe the open ditch and grade over it. We also prep the base for a pool when one is part of the build. Then we bring the pad up to plan height with foundation fill and pad work. The last pass is final grade across the whole lot. Water should leave along the path the plan draws for it.

Building to the site plan and its grades

The site plan runs every site development job. On a Hillsborough County home permit, the site plan shows existing and finished grades at each lot corner. It adds drainage flow arrows and marks every drainage feature, like swales, ditches, detention and retention areas. It also lists the Base Flood Elevation and the finished floor heights of the house and the garage. Those numbers tell us how much dirt moves and where the water goes. The plan and the permits belong to the owner, the builder or the engineer. As your sitework contractor, our part is to build the ground the plan shows. We set our grades from the plan and check them as the work goes.

The grading on that plan has to follow one of three paths. It can match the county approved lot grading plan for the subdivision, with its type A, B or C scheme. It can carry the seal of a Florida registered engineer. Or the permit application can pick the county's no fill option. That option limits fill and keeps grading within 6 feet of the house footprint. That grading also has to stay at least 3 feet off the side property line. The path the plan takes decides how much fill can go on the lot. Tell us which one yours uses, and we will build to it.

Infill teardown lots and raw acreage are different jobs

The first lot type is an infill teardown on an older Tampa street. The job starts with taking down the old house, its slab and its driveway. Our South Tampa work around Bayshore and Davis Islands has included grading and fill. Inside city limits, Tampa's stormwater manual calls for living space at least 1.5 feet above the street crown. The crown is the high middle of the road. When the new floor sits higher than the old one, fill makes up the difference. The manual also says a site must drain to the nearest public street or drainage facility. That runoff cannot cross or harm the property next door.

The second lot type is raw or wooded acreage, farther out toward Pasco County and east Hillsborough. These jobs start with clearing a wooded lot, then move more dirt over more ground. Near wetlands, the Hillsborough site plan labels a 30-foot or 50-foot setback line. Work that affects wetlands or alters surface water flows needs an Environmental Resource Permit first. The Southwest Florida Water Management District requires it. When Pasco County asks for a drainage plan, a Florida registered engineer signs and seals it. That plan shows the finished floor and the ground heights before and after. It marks the path the water takes, plus any flood zone and wetland lines. Our grading follows every line on it.

What is the difference between site development and site preparation?
Site development covers the whole lot. It runs from clearing or teardown through digging, cut and fill, drainage and final grade. Site preparation is one part of that job, the building pad where the house will sit. Many lots need both, and we run them on one schedule. If your lot is already cleared and drained, the pad work may be all it needs. We can tell you which fits after we see the lot.
Do I need a stormwater permit to develop my lot?
Florida's construction stormwater permit covers work that disturbs one acre or more. The Department of Environmental Protection runs it. It applies when the runoff reaches state waters or a public storm sewer. A smaller lot needs it too when it is part of a common plan of development or sale. The permit comes with a Stormwater Pollution Prevention Plan. That paperwork sits with the owner, the builder or the engineer. We build to the plan it sets.
Do you install water and sewer lines?
No. We do not install water, sewer or other utility lines, and we do not make taps or connections. A licensed contractor handles that work, such as a plumbing or utility contractor. Our part is the dirt work around those lines, from clearing to final grade. Tell us who is running the lines and when. We will plan our grading around their dates so both jobs keep moving.
Can you bring in fill to raise a low lot?
Yes, when the plan allows it. Flood rules decide how much fill a low lot can take. Inside the City of Tampa, fill in a city-mapped flood hazard area needs equal flood storage dug out. Pasco County asks for the same thing, cup for cup, and the drainage plan shows both volumes. Our dump trucks haul the fill in and the extra dirt out.
Why use one site development company for the whole lot?
Each step on a lot sets up the next one. The cut and fill set where water can run. The drainage shapes the final grade. When one company runs every step, each one is built for the one after it. Our machines and dump trucks are our own, so fill and extra dirt move on the job's schedule. Call (813) 453-5883 to talk through your lot.

Site Preparation in Tampa, FL

Site Preparation

We take a raw lot to a build-ready pad. That covers stripping topsoil, cut and fill, stem wall backfill, and compaction in lifts. Your pad ends up at plan elevation, ready for the engineer to test and the slab crew to start.

Grading & Leveling in Tampa, FL

Grading & Leveling

We do land grading on residential lots across Tampa Bay. Our excavators and skid steers cut the high spots and fill the low ones. The finished slope carries storm water away from your foundation and out to the street or a swale.

French Drains & Drainage in Tampa, FL

French Drains & Drainage

Standing water in the yard and water against the slab call for the same fix. We dig a gravel trench with perforated pipe in the bottom. The line slopes to a discharge point away from the house. Catch basins and downspout tie-ins handle the water where it starts.

Why Choose Construction Site Development

Why Tampa Bay Property Owners Call CSD

A Family Legacy in Construction

Two brothers run the company and carry on their family's work in the construction field. One of them is on the job sites himself. The people who price your job are the people who do it.

The Hauling Is Ours

Our own dump trucks run under USDOT 3805736, and our own excavators and skid steers do the loading. Debris leaves on our schedule, not a bin company's. The teardown and the haul-off are one job and one price.

One Company, Whole Site

Demolition, clearing, excavation, grading, fill and the pad, handled by the same team in one sequence. No waiting on a second sub to show up. The lot moves from standing house to build-ready ground without a handoff.

Tampa Bay Is Home

We run out of the Citrus Park area of Tampa and work Hillsborough, Pinellas and Pasco counties every week. Short runs mean machines show up when we said they would. Call and you get an owner, not a call center.
