One Company for Oldsmar Demolition and Site Work

Demolition in Oldsmar is shaped by the bay and the low land beside it. Oldsmar is a Pinellas County city at the northern tip of Tampa Bay. It had 14,898 residents at the 2020 census. In 1916, automobile pioneer Ransom E. Olds bought 37,541 acres to build a planned town. The planned town had 10 miles of waterfront on Old Tampa Bay. The ground is a plateau that never rises over 20 feet above sea level. When a hurricane hit Tampa Bay in 1921, Oldsmar was devastated. Floodwater reached 14 feet above normal. In 1927, a promoter was caught selling underwater lots, and the town was renamed Tampa Shores. The Oldsmar name came back in 1937.

That low land still drives the work today. After Hurricane Helene, large piles of debris lined Shore Drive. Along Tampa Road things looked normal, but flooded homes sat a few blocks away. Days later, the city manager reported another 5 inches of rain in two hours. The city said the storms exceeded its drainage system's design capacity in some areas. If a house is beyond repair, tearing down a flooded home makes room to build back higher. We come west across the county line from our base in the Citrus Park area of Tampa. Our excavators take a damaged house down from the roof first, one section at a time.

Oldsmar's 49 percent rule and the permit path

Oldsmar sets its own damage line for homes in the floodplain. A home is substantially damaged when repairs meet or exceed 49 percent of the structure's value. That is one point stricter than the federal rule in our guide to the FEMA 50 percent rule. A home past that line must be elevated or rebuilt to new flood safety standards. Homes built before flood maps arrived in the late 1970s need a substantial damage inspection before a permit. The city has used that route itself. It received a FEMA Mitigation Reconstruction Grant to demolish a severe repetitive loss home. The home was rebuilt 3.4 feet above the base flood elevation.

Permits for that work run through two offices. The City of Oldsmar goes first, with zoning, Land Development Code approvals and flood review. Since September 1, 2021, Pinellas County has issued every Florida Building Code permit for the city. The city's post-storm guide lists demolition among the work that needs a permit. An owner-builder signs the owner affidavit in person at the county office in Clearwater. Under the county asbestos program, Pinellas County Air Quality gets notice at least 10 working days before a demolition. A single-family home can be exempt from that notice in some cases. A Florida licensed asbestos consultant does the written survey before our machines arrive.

Clearing and fill permits for an Oldsmar rebuild

Clearing this land has been hard work from the start. Olds backed a tractor company that moved into town. He hoped it would come up with a machine to clear palmetto roots and pine stumps. Otherwise, all that scrub had to come out by hand. Today, Oldsmar's clearing and grubbing application requires an accurate tree survey of the site. For a dangerous tree on a home lot, an ISA certified arborist's letter can replace the city permit. With permits in hand, clearing the lot for a rebuild pulls out the brush and roots. Our excavators and skid steers now do the job Olds wanted a tractor for.

Fill needs a permit of its own. Oldsmar code requires a permit for placing fill on a site. The city also requires erosion and sedimentation controls during construction. We set those controls before any dirt moves. Then clean fill for the new pad arrives in our own dump trucks. Our skid steers spread it in thin layers, and each layer gets packed before the next. The final grade sends rain away from the new house. Under the city's plan, floodplain land at Mobbly Bayou Preserve and R.E. Olds Park will stay open space.

Oldsmar FAQ

Questions From Oldsmar Property Owners

A few of the questions we hear most around Oldsmar. Don't see yours? Call us and ask.

Call (813) 453-5883

Does an Oldsmar address mean the city handles the permits?
Not always. East Lake Woodlands homes carry Oldsmar addresses, but residents there voted against joining the city. Those homes sit in unincorporated Pinellas County. Inside city limits, Oldsmar handles zoning and flood review first. Then Pinellas County issues the building permit. We confirm which side of the city line a parcel sits on before any work is planned.
Where can I check the flood zone for my Oldsmar lot?
Start with the city. Oldsmar offers a flood Map Determination Service. It also keeps elevation certificates for buildings in the Special Flood Hazard Area built after 1991. Its 2021 flood ordinance holds buildings in the Coast A Zone to V Zone standards. The zone shapes how a rebuild sits, so we plan the site work around it.
Is Oldsmar inside your service area?
Yes. Oldsmar is in Pinellas, one of the three counties we serve with Hillsborough and Pasco. We cover lots in Harbor Palms, Bay Arbor, East Lake Oaks and the Estuary at Mobbly Bay. East Lake Woodlands, with its Oldsmar addresses, is covered too. Call (813) 453-5883 and tell us what stands on the lot today.
